Distribution... It is part of the policy process. When the informations have been gathered and organized, a policy can result. Policy serves to ensure that supply and demand are balanced with concern of the budget. Policy is then announced and then distributed via the institutions that serve to maintain the domestic enviornment.
For purposes of this photo, it portrays an art and just as any painting, it used what was available to capture the eye of the beholder, thus, it was manufactured and created resulting in the final product, the photograph.
