What is policy? It is a social construct designed to guide people into certain acts or behaviours. It is rooted to legislation which serves to give the instiution authority. Policy ensures that those under that instiution maintain the social structure provised by that institution under its mandate.
For purposes of these photos, it portrays an art and just as any painting, it used what was available to capture the eye of the beholder, thus, it was manufactured and created resulting in the final product, the photographs.
