This image looks like its from some sort of folk lore. Im not sure why the phallus is being showed here. Could it have something to do with the fire on the candle? Regaurdless, I think the slogan depicts the fire between two individuals that express affection for each other.
For purposes of this photo, it portrays an art and just as any painting, it used what was available to capture the eye of the beholder, thus, it was manufactured and created resulting in the final product, the photograph.
